Transit moorings must be booked in advance and must be confirmed by the Harbour Authority; arrival and mooring are permitted from 8 am to 8 pm. Mooring charges are as published on www.portodicavallo.it – www.portodicavallo.fr
The only exceptions are the special rates granted to specific organisations for the 2020 season.
If the Harbour Authority decides that it requires a mooring for its own purposes, even one already assigned, any User already moored there must vacate on the simple request of the Authority and move to another available berth.
The aforesaid rules also apply to any craft which have suffered breakdowns.

Mooring is permitted, weather conditions permitted, only for pleasure craft authorised by the Harbour Authority; in bad weather, the Authority reserves the right to close the Harbour until favourable conditions for mooring are restored. The harbour’s VHF channel operates on channel 9
Mooring fees are calculated by the day, i.e. by 24 hour periods, from 12 noon to 12 noon. Any days partially used are charged in full. Craft or inflatables using the harbour for access to the restaurants must have the latter’s prior authorisation; otherwise, 50% of the daily mooring rate will be charged.

Regardless of the type of mooring occupied, on the craft’s arrival in the Harbour all Users must go to the Harbour Authority Office and fill in a “Declaration of Arrival” with the User’s and craft’s full details and the mooring terms. Users are fully responsible, for administrative and operational purposes, for the accuracy of the data provided in their Declaration of Arrival. All craft moored in the Harbour must be clearly identifiable by Harbour Authority staff. Users must therefore ensure that their craft’s name or registration number is clearly visible from the quay or jetty.

4) Manoeuvring in the Harbour
The waters of the harbour may only be used for mooring and departure, and for the entry and exit of craft. When manoeuvring inside the Harbour, and especially when mooring and casting off, Users must always comply with the provisions of these Regulations and any written or verbal instructions provided by the Harbour Authority or its employees, while retaining full responsibility for the performance of all manoeuvres. Users must notify the Harbour Authority if they are to be absent for more than 24 hours, if they plan to return after 9 pm, or if they leave before 8.30 am or after 7.30 pm. Navigation under sail is forbidden inside the harbour, unless the auxiliary engine has failed or the craft does not have one. Any type of manoeuvre not strictly necessary for mooring and casting off is also forbidden.
The speed limit inside the Harbour is 3 (three) knots.

5) Anchoring
Except in circumstances of force majeure, no anchoring is permitted in the Harbour without the Harbour Authority’s permission.

6) Moorings
Craft must be moored safely in accordance with good naval practice. The Harbour Authority provides assistance for mooring, although captains have sole responsibility during mooring manoeuvres. Under no circumstances does the Harbour accept responsibility for the safekeeping of moored craft.
The harbour operator is not responsible for any power blackouts and/or surges due to simultaneous high demand for power on the part of the craft in port.

7) Land access and use of vehicles
The island of Cavallo is private and is subject to tight regulations regarding vehicle traffic.
The disembarkation of any motor vehicle is strictly forbidden; the use of electric cars is forbidden on the jetties for safety reasons, unless permitted by the harbour operator for reasons of extreme need. Outside the harbour area the only permitted vehicles are electric cars, which can be hired on site, complying with the limits and restrictions signed on the island’s roads.
The top speed of vehicles authorised to access the harbour area is 5 km an hour.
Horns must not be used unless strictly necessary.

8) Pollution and disturbance
Cavallo harbour lies inside the Bocche di Bonifacio Natural Park and is covered by the Park’s general regulations. Moreover, the island is private, and behaviour in keeping with its secluded character is required.
The following are forbidden in the Harbour areas:
– – tipping or leaving of rubbish of any kind, objects and any other liquid or solid substance either in the water or on the quays and jetties (solid waste must be disposed of using the bins provided in the Harbour, while the toilets provided on land must be used to dispose of liquid waste, and for personal use, unless the craft has specific watertight collection or chemical treatment systems; the Harbour is not equipped for pumping out the tanks of these systems)
– use of on-board toilets which discharge directly into the sea
– unauthorised disposal, anywhere, of old electrical storage batteries
– emptying bilges and cleaning fuel and oil tanks and sumps (engine oil changes are forbidden)
– washing clothing and kitchenware on the quay or jetties
– hanging clothes to dry in a visible position
– washing craft with detergents of any kind
– using generators, testing engines or any other procedure which generates unacceptable noise levels before 9 am and after 10 pm, and from 1 to 4 pm
– playing music at a volume which disturbs nearby craft, and in no cases between 11 pm and 9 am
– fishing by any means, including scuba diving
– bathing anywhere in the harbour waters
– obstructing the quays, wharves and jetties with objects, materials, tenders or other items.

9) Safety rules and inspections
Users’ craft must be compliant with the relevant national and foreign legal provisions governing pleasure craft and must be in good working order with regard to navigational safety. All actions which could lead to the risk of fire, or the possibility of damage to nearby craft or installations on land, are forbidden.
Users must comply with the following general precautionary regulations:
– users must ventilate engines before starting them;
– on-board fire extinguishers must be compliant with the relevant regulations, in sufficient number and in good working order;
– on-board electrical systems must be in good working order, correctly insulated and well maintained.
– craft in the Harbour must not have any hazardous or explosive substances on board, apart from the regulation safety equipment (hand and other flares, etc.) and the fuels required for their use. Fuel installations and equipment must comply with the relevant regulations in force for craft of the category concerned;
– in the event of fire on board a craft, both its crew and those of the nearby craft must do everything possible to extinguish and isolate the flames, in the meantime notifying the Harbour Authority by the swiftest possible means, to allow the competent Authorities to be informed at once. The craft which has caught fire must be isolated immediately by the Harbour staff or the captain;
– before mooring, all craft must check that there are no fuel leak residues in their bilges and that there are no current leaks;
– in the event of fuel spills into the sea or on the quays, wharves or jetties, Users must notify the Harbour Authority at once, and in the meantime clean up the spill with all the means at their disposal and notify the crew of nearby craft and anyone else in the area. The affected area will be cleaned up, under the supervision of the local Maritime Authority, by the Harbour Authority, using its staff and equipment (in accordance with the local pollution prevention plan), at the User’s expense. The expenses arising from procedures implemented further to the aforesaid oil spills will be charged to the User identified as responsible, who shall also pay any compensation for damage caused to third parties and to the harbour fixtures and fittings.For all matters not specifically covered by these regulations, reference is made to the laws in force in the French Republic, to which the Harbour and the Island of Cavallo belong.
The Harbour Authority will clean up the spill even if the User responsible is not identified and the spill has been caused by persons unknown;
- the use of VHF devices for communications not strictly related to harbour or emergency operations is forbidden in and around the Harbour.

10) Inspections
The Harbour Authority is obliged to report any major issues, especially with regard to safety at sea and in the harbour, to the Maritime Authorities. In case of well-founded reasons for concern, it may perform inspections on board craft. Captains of moored craft found on inspection not to comply with the relevant legal requirements and these Regulations will be prosecuted accordingly.

11) Insurance
Users’ craft must be covered by proper third-party liability insurance, as required by the relevant legislation.
The Harbour will report any craft not covered by the regulation insurance to the Maritime Authorities, and reserves the right not to allow them to moor.
For all matters not specifically covered by these regulations, reference is made to the laws in force in the French Republic, to which the Harbour and the Island of Cavallo belong.
